One of the hot issues ahead of Sunday’s final round in the French presidential election is whether to give non-European Union citizens living in France the right to vote in French local elections (EU citizens already can). President Sarkozy is against the move. Socialist candidate François Hollande, currently ahead in opinion polls, has promised to change the law if he’s elected. Such an extending of voting rights would entail changing the French constitution.
